Participant Of The Program Presented The Assessment Of Activities Of The Public Council Of Integrity

Participant of the “Tomorrow’s Lawyer” Program Mykyta Nuralin, together with Olga Lopushanska, experts of the Council of Europe Project “Support to the implementation of judicial reform in Ukraine”, presented a draft Report within the Conference: “Contest to the new Supreme Court: best practices, prospects and lessons learned”. The report presented  the results of the monitoring of the activities of the Public Council of Integrity in the context of the Council of Europe standards and recommendations.

The conference was attended by representatives of the High Qualification Commission of Judges, the Public Council of Integrity and High Council of Justice, candidates for the Supreme Court and judges, representatives of civil society organizations, national experts and international experts from the United States and the Netherlands.

The purpose of the event was to discuss the results of the first in Ukraine open process of selecting candidates for the positions of judges of the new Supreme Council, as an element of judicial reform in order to increase the level of public confidence in the courts. During the event, issues were also discussed about ways to improve judges’ selection and qualification evaluation processes and international experience of involving them in the public, legislative and regulatory gaps and implementation problems.

In turn, the experts presented the results of their study on the consideration of 312 decisions of the Public Council of Integrity regarding 287 candidates to the Supreme Court. As the Program participant Mykyta Nuralin pointed out: “Based on the results of the analysis, we have prepared the recommendations that can improve the institutional capacity of the Public Council of Integrity”.

The conference “Contest to the new Supreme Court: best practices, lessons learned and perspectives” was held on October 24-25, 2017, at the initiative of the USAID New Justice Program in cooperation with the High Qualifications Commission of Judges of Ukraine, the High Council of Justice, the EU Project “Support to Justice Sector Reforms in Ukraine”, the Council of Europe Project “Support to the implementation of judicial reform in Ukraine “and the Ukrainian-Canadian Project “Support to Judicial Reform”.
